Notice is hereby given that sealed proposals will be received by the City of Union City, Hudson County, New Jersey for the "FY2021 ROAD RESURFACING PROJECT, PHASE 2" project and be opened and read in public at the City of Union City, City Hall, 3715 Palisade Avenue, Union City, New Jersey 07087, in the Office of the City Clerk, on Thursday, October 14, 2021 at 11:00 AM prevailing time follow the COVID 19 – Supplemental Emergency Procurement Guidance as per the Local Finance Notice (LFN) 2020-10..
The project consists of one base bid of improvements to the following roads:
14th Street (from Speedbump at #311 to Speedbump at #321)
Bergenline Avenue (from 17th Street to Speedbump at #1707)
36th Street (from Speedbump at #614 to John F. Kennedy Boulevard)
Pothole repairs at various locations
The project also consists of one alternate bid of improvements to the following roads:
Intersection of 10th Street & New York Avenue
New York Avenue (from 2nd Street to 3rd Street)
7th Street (from New York Avenue to Bergenline Avenue)
West Street (from Speedbump at #2306 to Speedbump at #2312)
Pothole repairs on New York Avenue
More specifically, work shall include traffic control, HMA milling, paving, base repair (as required) and traffic markings. An allocation for base repair is included, which may be required for trench areas that have settled or other areas where it is deemed necessary by the Engineer once milling is performed.
Additionally, the project consists of miscellaneous pothole repairs throughout the City if and when/where directed (see Appendix ‘B’). Work shall include the saw-cutting and removal of pavement and base material in and around the identified pothole and/or deteriorated roadway section, full depth pavement repair, repair joint sealing, infrared repair (if necessary and directed) and restoration of roadway features including striping, markings, etc. Pothole repair activities shall take place once a month as coordinated with the City’s Engineer, and the duration shall be as long as necessary to complete all repairs identified by the City’s Engineer. Schedule of repairs are subject to vary depending on necessity.
The contractor shall have sixty (60) calendar days from the issuance of the Notice to Proceed to complete all work.
Contract Documents for the proposed work, which have been prepared by Ralph J. Tango, Jr., P.E. of the firm Colliers Engineering & Design, are available electronically or via delivery by common carrier, beginning on Monday, October 4, 2021 by making a request to linda.boyer@colliersengineering.com.
Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. The bid proposal packages will not be available for pickup. In the e-mail message the contractor shall indicate if they request an electronic copy (PDF format) or the paper copy. Electronic copies will be provided via e-mail at no charge. Paper copies will be provided for a non-refundable charge of $50.00 payable to Colliers Engineering & Design is received. Paper copies will be sent via UPS or FedEx if the contractor provides UPS or FedEx account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS.
Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to City Clerk of Union City and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of “City of Union City” for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. Contractor must submit within the same sealed bid envelope – one (1) original proposal package and two (2) complete copies of the bid package (clipped, not stapled).
The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner.
The Owner or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract.
Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents.
The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.
The successful bidder shall be required to comply with the following:
A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-31 et seq. & N.J.A.C. 17:27-1 et seq.).
B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.).
C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act.
D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1).
E. Anti-Drug/Alcohol plan in accordance with 49 CFR Parts 40, 199 and 391.
The bid must also be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
