Notice is hereby given that sealed proposals will be received by the City of Union City, Hudson County, New Jersey for the Roadway Pavement Repairs project and be opened and read in public at the City of Union City, City Hall, 3715 Palisade Avenue, Union City, New Jersey 07087, in the Office of the City Clerk, on Thursday, October 12, 2017 at 11:00 AM prevailing time.
The project consists of investigation of six (6) areas of settled pavement and the required restoration. The project consists of investigation and pavement repair of the following five (5) areas of settled pavement: 1) 314 9th Street, 2) 511 11th Street, 3) 315 15th Street, 4) 1601 Summit Ave, 5) intersection of Palisade Avenue and 24th Street, and 6) 504 39th Street. The exploratory and restoration work includes sawcutting existing pavement as directed by the engineer; excavating the area of settlement to a depth specified by the Engineer; removal and disposal of the excavated material; backfill the excavation with dense graded aggregate; applying tack coat to the edge of the trench; placement of bituminous concrete base course, I-2 six (6”) inches thick; and bituminous surface course, I-5, two (2”) inches thick. The existing sink holes are currently covered with steel plates; therefore, the quantities for this project are likely to vary.
All work on this contract shall commence no later than October 20, 2017 and be completed no later than November 20, 2017. The contractor shall have thirty (30) calendar days from the issuance of the Notice to Proceed to complete all work. The completion date recognizes that the Engineer may approve suspension of work for weather related issues. The contractor must provide appropriate labor and equipment to complete the contract within this specified schedule. If work is suspended during the winter the contractor shall be responsible to maintain the project per section 108.13 of the Standard Specifications.
Contract Documents and related construction details for the proposed work, which have been prepared by Ralph J. Tango, Jr., P.E. of the firm Maser Consulting P.A., are on file in the City of Union City, City Hall, 3715 Palisade Avenue, Union City, New Jersey 07087, in the Office of the City Clerk, and at the office of said Engineer at 400 Valley Road, Suite 304, Mt. Arlington, NJ 07856 (Office Telephone # 973-398-3144 x4517) and may be inspected by prospective bidders during business hours. Bidders will be furnished with a copy of Contract Documents by request, upon proper notice, and payment of a non-refundable charge of $50.00, payable to Maser Consulting P.A. to defray the cost thereof. No Pre-Bid meeting is required or scheduled for this project.
Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in a sealed envelope bearing the name and address of the Bidder and the name of the project on the outside, and be addressed to the City Clerk of Union City, and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check, drawn to the order of City of Union City, for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and a payment bond, for the full amount of this project, and all labor, are required.
The award of the Contract for this project will not be made until the necessary funds have been provided by the City of Union City in a lawful manner.
The City, or the Engineer, reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents.
The right is also reserved to reject any or all bids, or to waive any informalities where such informality is not detrimental to the best interest of the City. Further, the City reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the City which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.
The successful bidder shall be required to comply with the following:
A. Affirmative Action requirements (N.J.S.A. 10:5-31 et seq. & N.J.A.C. 17:27-1 et seq.).
B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.).
C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act.
D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1).
E. Anti-Drug/Alcohol plan in accordance with 49 CFR Parts 40, 199 and 391.
The bid must be accompanied by a list of names and addresses of all stockholders owning ten percent (10%) or more of the stock, in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
